The Time Lord referred to by some as "the War Doctor" and some (but not all!) of his fellow time warriors from TV, audio, comics and prose.
To answer questions in advance- moving roughly from left to right, the characters are: The Moment; Cinder (from the book "Engines of War" and the game "Doctor Who Legacy"); Leela (Big Finish audios); the War Doctor; the Squire (Titan Comics); the General; the Master (Titan Comics); Cardinal Ollistra (Big Finish); and Gastron.
And credit where it's due- the ceiling design (not visible on TV) is based on the the one by PixelWho for the DW Legacy game (the closest thing to an official source for this console room's ceiling, as far as I know).
