Why couldn't the Valeyard been the one that fought in the Time War. It was stated he fell in the beginning of the war. He could have become Valeyard knowing that he had to be just as ruthless as the Daleks. Since the Master turned human to avoid the war? or was it because Valeyard was around and the Master knew if the Time war was over he was next? It might explain also why Chris E's Doctor was riddled with guilt and lashes of violence when he saw the Dalek in chains.
We don't know what number he is, actually. The only (televised) statement on the subject was that he was, "The Valeyard is an amalgamation of the darker sides of your nature, somewhwere between your twelth and final incarnation." And that was coming from the Master, so... questionable source. Given the recent muckery with the Doctor's regeneration cycle (and the question of whether the "12 limit" is still in play), the Valeyard could be right around the corner or very far off in the future. We don't even know if he's a "proper" Doctor or something more akin to the Watcher (I like to think he is, though- it's more interesting if he's a "real" Doctor).
