Now this scene could be determined in multiple ways, so let's start off with my personal favorite:

Fing Fang Foom had just woke up, soon realizing he had misplaced his pants. He goes off to look for them, and ask everyone for directions. Since they're too small for him to hear, he picks up a few to get close to his ear. Word gets out about Tripple F's "Indecent Exposure", along with an alleged mistaken identity, Jet Jaguar goes off to the scene, while Godzilla arrives just to knock some collective teeth out.
